• In-depth knowledge of discipline specific principles, processes, standards, practices and tools
• Basic knowledge of the following as related to schedule and estimate development
• Facility components, system definition, concept design and integration
• Engineering workflows and engineering deliverables and relationships to cost estimate quality
• Construction methods, risks, and durations
• Understands Operational Science concepts, interfaces between execution, estimating and planning
• Understanding of Minimum Functional Objectives (MFO), knowledge of estimate methodologies across the CPDEP phases, support Opportunity Management
• Technical merits and risks between concept alternatives
• Cost and schedule risk modeling techniques
• The following as related to cost and schedule estimates and risk
• Construction methods, risks, and durations
• Engineering workflows and deliverables
• Partner and host government commercial agreements
• Technical merits and risks between concept alternatives
• Cost estimating tools, practices & requirements for all phases
• Advises/guides team in cost estimating activities
• Coordinates and manages contractors and project team members to develop integrated cost estimates
• Establishes & administers cost estimating & performance benchmarking processes, & standards

• Higher Degree in engineering and technical
• Relevant work experience - not less than 6 years
• Experience with industry benchmarking platforms or databases
• Kazakh, Russian, English (Upper Intermediate)
• Computer software (e.g., MS Excel, Power BI, basic scheduling applications such as MS Project)
• Strong Excel skill set and estimating software (Aspen Capital Cost Estimator, Richardsons, Page and Nations)
• Skilled in estimation and benchmarking, data analytics tools and software: ACCE, Aspen-in-Plant, DA tools, economics, SWOT, u-Risk, Contingency calculator and advanced Excel
