GIZ Office Kazakhstan would like to announce a new vacant position in the capacity of Energy Advisor in the project “Financing Energy for Low-Carbon Investments Cities, the Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II)”.
The project addresses technical and financial barriers to low carbon infrastructure finance in Central Asia and Eastern Partnership Countries. FELICITY II focuses on two sectors in four countries: residential energy-efficiency (Kazakhstan, Uzbekistan, Ukraine) and water and wastewater (Ukraine, Georgia). FELICITY II follows a multi-level approach by addressing simultaneously institutional and financial barriers to low-carbon infrastructure development at the national and sub-national level with a view to leverage investments.
Обязанности:
- Organization and coordination of partners and activities for a pilot energy efficient refurbishment of a residential multi-family building in Kokshetau (Akmolinskaya Oblast);
- Focal point to the main FELICITY II implementation partner dena and local planning companies, as well as all involved State and non-State partners, involved in the implementation of the pilot project in Kokshetau;
- Communication with national partners on advancing piloting activities and promoting energy efficiency in buildings;
- Documentation of technical and institutional lessons learned to foster sector-wide dialogue and capacity development, as well as measures to create an enabling environment.
- Organization of the cooperation with the European Investment Bank (EIB) for advancing the project pipeline development for energy efficient public building refurbishment;
- Promotion of a gender responsive, climate-sensitive and nature-positive project implementation approach;
- Knowledge exchange between the project activities of the Kazakhstan component with other FELICITY II countries;
- Contributing to the M&E system of the FELICITY II program in Kazakhstan;
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.)
- University Degree in either Engineering, Social Sciences, Economics, Finance, Natural Sciences, Management or related area
- 5 years of professional experience in organization and management of stakeholder cooperation and project implementation, experience in the field of international cooperation is an asset
- Overview knowledge on the role of energy efficiency in the building sector for effective climate policy in Kazakhstan, deeper engineering knowledge is an asset
- Proven experience in analytical work combined with excellent drafting skills.
- Technical understanding in the field of energy efficiency in the building sector and decarbonization of the economy is an asset
- Skills in knowledge management and effective documentation of work results
- Openness and ability to constantly learn new approaches for agile project result achievement
- Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
- Fluent written and oral knowledge in Russian, English or German. Good working knowledge of Kazakh language is an asset.
- Working schedule 5/2
- 40 working hours per week
- Full social package in accordance with the labour law of Kazakhstan
