BASIC FUNCTION OF POSITION:
USAID Project Management Specialist (Health Team Lead) - The Health Team Lead sits within USAID/Afghanistan’s Office of Social Services (OSS), which manages education, health, water, sanitation and hygiene (WASH) programming. USAID/Afghanistan's health programs support basic health services with a particular emphasis on maternal, neonatal and child health; family planning; nutrition; tuberculosis; and polio, as well as strengthening infectious disease surveillance, the health management information system and pharmaceutical management.
The Health Team Lead provides oversight to the OSS Health Team, supporting activity implementation and management, staff development, and cross-office collaboration, and providing technical guidance related to health programming. Duties require specialized knowledge of USAID programing, including policies, procedures, and documentation related to all stages of the program cycle. Skills in team management, task prioritization, negotiation, and clear writing are crucial to this position.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
a. Education: Master’s degree in public health or a relevant social sciences field is required.
b. Prior Work Experience: Minimum of seven (7) years of progressively responsible experience in the implementation and/or management of international health development activities/projects is required, at least three of which should be based in a developing country.
c. Language Proficiency: Level 4 (Fluent) English, both oral and written, is required. Language competency may be tested.
d. Job Knowledge: The Specialist must have comprehensive knowledge of the context of international health and technical best practice in the health sector. Must have a thorough knowledge of health program design, implementation, monitoring and evaluation, and data collection and analysis. Good knowledge of USAID programming policies, regulations, procedures, and documentation is desirable. Knowledge of health sector issues, national and regional perspectives and programs in Afghanistan is beneficial but not required.
e. Skills and Abilities: Ability to manage staff, lead teams and develop effective working relationships with national and international partners is required. The Specialist must be capable of working independently, prioritizing and managing several activities simultaneously. Flexibility and adaptability are essential. The work requires strong writing skills with ability to produce concise and clear technical documents. Familiarity with the Google suite of office applications, or the ability to rapidly learn its use, is essential.
