Functions:
- Provide strategic leadership, vision, and direction for the company's enterprise-wide risk management function, ensuring alignment with corporate objectives and regulatory expectations.
- Direct and oversee the organization's risk identification, assessment, mitigation, and monitoring efforts across all business units and risk categories.
- Establish and continuously refine the company’s risk appetite and tolerance thresholds.
- Lead the preparation and submission of the company’s Own Risk and Solvency Assessment (ORSA) report to the regulatory authority, ensuring full compliance with timing, content, and quality requirements.
- Develop, maintain, and periodically review risk management policies, procedures, and frameworks to ensure effectiveness, relevance, and regulatory compliance.
- Provide expert risk-based guidance on capital deployment and investment decisions, ensuring an optimal balance between return and risk exposure.
- Serve as the primary liaison for communicating the organization’s risk profile to internal and external stakeholders, including regulators, the Board of Directors, and executive management.
- Prepare and deliver comprehensive risk reports and briefings to the Board of Directors and the Senior Executive Officer.
- Oversee the preparation of all documentation related to risk assessments, stress testing, scenario analysis, and regulatory submissions.
- Perform other related duties as assigned by the Senior Executive Officer or the Board of Directors.
Requirements:
Knowledge & Expertise:
- Degree in business administration, economics, finance, or a related field required. A degree specifically in risk management would be an advantage.
- Deep understanding of risk management frameworks, methodologies, and tools, including enterprise risk management (ERM), operational risk, financial risk, and strategic risk assessment.
- Knowledge of the regulatory environment and risk governance requirements under the laws of the Republic of Kazakhstan and the AIFC/AFSA framework.
- Knowledge of international risk management standards and best practices, such as COSO ERM and ISO 31000.
Professional Certifications & Training:
- Certifications such as Financial Risk Manager (FRM), Professional Risk Manager (PRM), or equivalent would be an advantage.
Experience:
- Minimum of 5 years of experience in risk management, including at least 2 years in a senior or leadership role, preferably within the financial services or insurance sector.
- Proven track record in developing, implementing, and overseeing enterprise risk frameworks and regulatory risk reporting.
Skills & Competencies:
- Strong analytical and problem-solving skills, with the ability to interpret data and translate it into actionable insights.
- Excellent communication skills, both written and verbal.
- High level of integrity and professional ethics, with the ability to exercise sound judgment and operate independently within a governance framework.
- Strong organizational and stakeholder management abilities, including coordination with executive teams, regulators, and external auditors.
Language Proficiency:
- Fluent in English (Upper-Intermediate level or higher, both written and spoken).
Industry Knowledge:
- General understanding of insurance operations, including risk management and regulatory aspects.
- Knowledge of captive insurance structures, including risk retention strategies, is a plus.
